A project to renovate and expand Leland Town Hall. The new addition will include offices, meeting rooms, flex spaces, restroom facilities, and ancillary areas. This project will also include updates to existing facilities, including the addition of new offices, mechanical system upgrades, and redesigned evidence processing and storage spaces. Design is expected to take approximately 12 months to complete, with construction starting in 2024.

Project Updates
Over the past month, sitework has been ongoing to prepare areas for the new parking lot and building addition. Underground utilities are currently being installed and site is being prepped for installation of curb and gutter.
The Town has issued a notice to proceed, effective August 12, 2024 to Clancy & Theys Construction. Crews have mobilized to the job site, including the installation of construction and silt fencing.
A construction contract has been executed between the Town and Clancy & Theys Construction for the renovation and expansion of Town Hall. Work is currently scheduled to begin August 2024.
Town Council has approved a construction contract with Clancy & Theys Construction for the project. Final execution of the contract is pending financial approval by the Local Government Commission (LGC), which is expected to happen mid-July.
After a successful bid opening, the Town held a pre-project kickoff meeting with the winning bidder, Clancy & Theys Construction. The construction contract is currently being reviewed prior to presenting to Town Council.
The project bid opening was held at Town Hall on Wednesday, May 15th. Five bids were received, and the Town is currently reviewing and planning next steps.
Project is out to bid for prequalified firms. A pre-bid meeting is scheduled for 4/24.
The Town has received 100% construction plans and are currently reviewing prior to advertisement for bids. Additionally, site plans associated with the expansion have received TRC approval and will be submitted for stormwater and erosion control permitting.
The Town is expecting a set of 100% construction plans by end of February. Following a review, the project will be advertised for bid, which is expected by April 2024.
