The Town of Leland’s Public Safety Departments have adopted comprehensive strategic plans to guide their operations from 2025 through 2029. The three plans will serve as roadmaps for the Police Department, Leland Fire/Rescue, and the Emergency Management Department, contributing to a safer, more resilient community.
“Creating these strategic plans, we have the chance to unite our vision, set meaningful priorities, and take purposeful steps forward,” Public Safety Director Chris Langlois said. “With collaboration from leadership, staff members, and stakeholders, we can create a bright and inspiring future for our Public Safety departments, our organization, and our community, where everyone plays a meaningful role.”
Each plan contains distinct priorities that address needs and challenges specific to each department.
Highlights of the Leland Fire/Rescue Strategic Plan:
- In 2023, the department had an average emergency response time of 6 minutes and 34 seconds, serving a 58 square mile fire district.
- Results of a community survey indicate great satisfaction with the department’s fire protection and public assistance services.
- The plan identifies the following priorities: enhance training and professional development, optimize service delivery, expand community engagement, strengthen interdepartmental communication, enhance employee well-being and satisfaction, strengthen internal communications, and enhance disaster preparedness.
Highlights of the Leland Police Department Strategic Plan:
- In 2023, officers averaged more than 80 hours of training, exceeding the state-mandated minimum of 24 hours.
- 55% of community survey respondents indicated satisfaction with the department’s communication and transparency efforts.
- The plan identifies the following priorities: community, communication, workforce culture, and police service.
Highlights of the Leland Emergency Management Strategic Plan:
- From 2003 to 2022, there were only seven years without a State or Federal emergency declaration that impacted Leland.
- The department continues to focus on mitigating long-term risks to human life and property by developing comprehensive emergency plans for Town facilities and staff.
- The plan identifies the following priorities: prevention, protection, mitigation, response, and recovery.
