Councilmember Bill McHugh is serving his second term on the Legislative Policy Committee for the North Carolina League of Municipalities (NCLM) after being reappointed in August.

According to the NCLM, the 65-person Legislative Policy Committee establishes the organization's legislative goals, ensuring the priorities address the diverse needs of cities and towns across the state, with a focus on resilient infrastructure, healthy finances, vibrant communities, and adaptive municipal operations. The 2020 revision of this process encourages broader participation from municipal officials and guides the League's advocacy efforts at the General Assembly.
Once the committee reviews the submitted policy proposals, the NCLM Board of Directors conducts its own review, followed by a final vote by member cities and towns. This process ensures priorities of municipalities across North Carolina are taken into consideration when creating the advocacy agenda.
“Over the last several months, the Legislative Policy Committee has met multiple times to set our legislative goals for the coming session,” Councilmember McHugh said. “We were able to distill the list down to many excellent goals that would serve the people of Leland and all of North Carolina’s municipalities well, should the General Assembly take action on them.”
"Service on the Legislative Policy Committee is crucial to ensuring that the policy goals of the League of Municipalities are representative of the broad array of North Carolina cities and towns, and the needs of their residents,” NCLM President and Durham Mayor Pro-Tem Mark-Anthony Middleton said. “By having wide representation of municipalities, big and small, from the mountains to the coast, we know that state leaders will see that these priorities reflect the aims of a cross-section of North Carolinians. We are truly grateful to enjoy the participation of these local leaders who understand the challenges facing their communities and those of the entire state.”
