Scope of Services: The Town of Leland, North Carolina invites qualified firms to submit a qualification proposal in accordance with North Carolina Statutes to provide on-call professional architectural design, civil engineering, surveying, inspection, and/or geo-technical consulting services associated with the planning, design, bidding, construction administration and inspection, general engineering services, and plan review of various public infrastructure projects and developments throughout the Town. The RFQ document provides complete information on the scope of services being sought, the schedule and the submittal requirements. The Town will receive written responses to this RFQ until 3 p.m. on Monday, April 13, 2026.

Request for Proposals: Independent Audit Services

Scope of Services: The Town of Leland is seeking proposals from qualified independent auditors to perform an annual financial and compliance audit in accordance with North Carolina law, Generally Accepted Auditing Standards, Government Auditing Standards, Uniform Guidance (2 CFR Part 200), and all applicable federal and state requirements. Services include audit planning, interim and year‑end fieldwork (on‑site and remote), issuance of audit opinions and required reports, preparation and submission of all documentation to the North Carolina Local Government Commission and other oversight agencies, assistance with Single Audit submissions if applicable, attendance at designated Town Council meetings to present audit results, and issuance of management and advisory letters. The auditor is also expected to provide ongoing guidance on accounting standards, required disclosures, and reporting requirements, with all such services included in the base audit fee. The submission deadline is April 28 at 1:00 p.m.
